Flowers don't bloom all at once, so that'll be staggered over the course of the port. That said, Theo can sneak a flower aboard...if he's prepared for the consequences! A blooming flower will contaminate the area and a lot of people might be really unhappy with him for that, but if he's feeling daring it'll survive for a week before it withers.
